Why the reclaimed islands and Mount Rokko carry real risk
Liquefaction: Port Island and Rokko Island were built by cutting earth from Mount Rokko and using it to fill Osaka Bay. In 1995, both islands experienced extensive, well-documented liquefaction — the saturated fill ground behaved like a liquid, cracking roads and rupturing buried pipes.
